Lokpal Bill and Hazara's Hunger Strike

Veteran leader Anna Hazara's decision to launch fast unto death for strong Lokpal Bill (LPB) attracts national attention, but it disturbs rulers and political leaderships. It is known that LPB has been pending before our parliament for a long period. No governments have shown any interest to pass the same, because our rulers do not want to be hooked for their corrupt practices. In fact, the rulers wanted to move freely on their corrupt track. Let us hope that Hazara's determination will be a catalyst in forcing the Manmohan Singh Govt. to pay attention on adopting LPB with inputs from civil society. No govt. can ignore the public opinion. We the people of India have to be vigilant against any move to diluting the core of LPB.
Corruption has been inundated with democratic form of governments. Political executives have to be ideal insulating from corrupt practices. When the Political executives are forced to keep away from corruption, the bureaucracy will be afraid to indulge in corruption. In such a context, no chance to evolve the nexus between political executives and bureaucracy and it eventually will result in good governance which is essential for a sound track of development of country like ours.
It has to be noticed that all the public servants are not necessarily be corrupt. Upright public servants are there as whistleblowers, but they get trapped at any time. The colleagues with corrupt track and mafia, who avail the favour out of corruption, may endanger even the life of such whistleblowers. There are several instances in this regard. Sthyendra Dubey, Kanpur IIT product, senior most engineer of National Highway Authority of India (NAHI), who was assassinated for exposing rampant corruption related to the Golden Quadrilateral Highway Project, a flagship project of country. In this awful context the Whistle Blower Protection Bill is also required to be passed in parliament.
It is right that the RTI Act has been a tool in exposing the wrongdoings of administrators comprising ministers and bureaucrats to certain extent. However it is not strong enough to pinch the corruption from its originating point. Sometimes the senior officers are forced to close their eyes towards the wrongdoings of political executives because of certain laws which prohibit them to reveal or expose such wrong things. Despite India attained Independence 63 years back, she is even now using those laws, which served the colonial regime, like Official Secrets Act, Evidence Act etc. While the public opinion on LPB gets strengthened, the need of repealing or amending of all these laws is also required to be focused.
